Vietnam
Vietnam is a
country that is carefully liberalizing its economy as it seeks to be an
integral part of the global trading system. The Global Programme's
activities in this country are geared towards connecting the
competitiveness that Vietnam is developing with its social efficiency, so
that the benefits of market liberalization are spread widely.
Pre-feasibility study on enhancing the trade capacity
of rural areas Following an identification mission
and a pre-feasibility study to be published at the end of October 2003 in
partnership with UNDP ICT for Development, the Programme will undertake a
feasibility study on a pilot project to enhance the trade capacities of
rural and mountainous areas.
The project will equip these areas
with crucial market information through IT centres, enabling small
producers and farmers to bypass intermediaries and sell their products and
buy inputs from where they deem most appropriate. It will also present
these communities with opportunities for processing their output in order
to retain a higher value-added.
The pilot project will operate in
one commune in each of six provinces with activities tailored to the needs
of the communities: Tea growing and marketing in Yen
Son District, Tuyen Quang Province. Tourism in Ba Be Lakes National
Park, Bac Kan Province. Peanut growing and marketing in Dien Thanh
village, Nghe An Province. Glutinous rice growing and marketing in
Binh My village, An Giang Province. Garment manufacturing and
marketing in La Phu commune, H T y Province. Embroidery handicrafts
manufacturing and marketing in Minh Lang commune, Thai Binh Province.
The feasibility study, to be used for attracting
project donors, must determine what infrastructure is required, what
information farmers and small producers need and how the project will be
relevant to their economic activities.

Contribution to
the Asia Regional Trade Initiative in Vietnam The
Programme has funded three studies as part of the activities of the Asia Trade
Initiative in Vietnam. These studies relate to trade in services and
give policy advice on how these areas of strategic importance to Vietnam
can contribute to the country's human development. The studies are on
Movement of Natural Persons, Environment and Energy Services and Trade and
Investment. The studies will be presented at a seminar in Hanoi at the end
of November 2003.
