The Government of Indonesia has been undertaking a policy of decentralisation towards the provinces. This has happened at the same time as its process of liberalization with the global economy. The Global Programme was asked to contribute to a White Paper, in cooperation with UNDP and ILO on providing a legal framework that would promote Indonesia's human development while enabling the Government to achieve its targets.

The Programme's input will be based on the outcome of its study and extensive regional consultations on promoting SMEs and human development in an environment of global integration and administrative decentralisation. This particular study and set of consultations will be presented at several workshops around the country in early December 2003 before being finalised.

Following finalisation and integration with the inputs from ILO and UNDP the joint document will be presented to Cabinet and the agreed conclusions for the policy paper will then be integrated into a White Paper for review and endorsement by Parliament later during the first half of 2004.

This will involve the Programme maintaining strong and in-depth contact with parliamentarians and stakeholders to ensure a consensus on the policy proposals contained within.
