About the Programme


Introduction
The UNCTAD-UNDP Global Programme on Globalization, Liberalization and Sustainable Human Development is a flagship partnership between the United Nations Conference on Trade and Development (UNCTAD) and the United Nations Development Programme (UNDP).

As a joint partnership, the Global Programme draws on the twin strengths of UNDP and UNCTAD to contribute to better integration of developing countries into the global economy. UNDP provides a sustainable human development (SHD) paradigm and a worldwide network of 134 country offices with a knowledge base at the ground level. UNCTAD provides an analytical and systemic understanding of trade and development issues, with expertise in trade rules and negotiations, investment and enterprise development. The Programme fosters cross-fertilization between these different strands, promoting convergence under a SHD umbrella.

The Programme operates holistically, engaging partner countries in a dialogue that reflects the concerns of the many, not the few. This provides interactive trade and development policy spaces and policy areas likely to be enhanced by investment opportunities and institutional innovations for managing global integration.


At the same time, the Programme works at the global level to enhance its delivery of people-centred development by providing an analysis of the dynamics of globalization and liberalization. The flow of ideas between the national and global levels provides an interface connecting WTO negotiations, national and interregional policy, and institutional analyses in order to enhance competitiveness at sectoral and intersectoral levels.


Partnerships
The Programme seeks to create partnerships with international organizations such as UN Department of Economic and Social Affairs, and Regional Commissions; ILO World Commission on the Social Dimension of Globalization and South Centre; the private sector; NGOs such as the International Centre on Trade and Sustainable Development; and research centres such as the Competitiveness Institutes in Boston and Barcelona and Institut Fran ais des Relations Internationales.

Outcome
The Programme s activities, in focusing on interactive trade and development policy spaces and policy areas likely to be enhanced by institutional innovation, bring sustainable human development to the forefront of challenges being confronted by countries in their global integration.

Streamlining the interface between WTO negotiations, national and interregional policy, and institutional analyses is one way of enhancing competitiveness at specific sectoral or intersectoral levels. This enables countries to exercise greater control over their integration into the world economy.

The outcome of work at the national and global levels also enhances initiatives within UNCTAD, UNDP and the Integrated Framework on Trade-Related Technical Assistance for LDCs, and provides a platform for follow-up activities. These include investment policy reviews, training in commercial diplomacy and capacity-building programmes in the post-Doha environment.
